Abstract

The determination of the minimum wage is a stipulation issued by the government for the standard of companies to pay wages of at least the same as the Decent Living Needs (KHL) to the lowest level workers, taking into account productivity and economic growth, and is a protection for groups of lower-level workers or workers who has a maximum working period of 1 (one) year in order to get the lowest wage in accordance with the value of the minimum need.

This type of research is a descriptive quantitative research type, the analytical tool used is to use the minimum wage calculation formula contained in Government Regulation (PP) Number 78 of 2015 Article 44, namely UMn = UMt + {UMt x (Inflation t +% Δ GDP t) }.

The results of the market survey on 60 components of the Decent Living Needs (KHL) for the District Minimum Wage in South Barito Regency from the Agriculture sector amounted to Rp. 2,715,719, -, the processing industry sector is Rp. 2,944,165, -, the building sector amounting to Rp. 2,826,495, -, the mining and excavation sector amounting to Rp. 3,002,538, -, the service sector amounting to Rp. 2,867,025, -and the electricity, gas and water sector of Rp. 2,994,522, -,

There is a greater difference between the Regency / Sectoral District Minimum Wage (UMK / UMSK) 2020 based on the Central Kalimantan Governor's Certificate Number 51 of 2018 from the results of a market survey based on 60 components of Decent Living Needs (KHL), namely the difference between each sector is the Agriculture sector , livestock, forestry, hunting, fishery, plantation and industrial plantations Rp. 328,279, -, the manufacturing sector of Rp. 99,833, -, the building sector amounting to Rp. 265,659, -, mining and excavation sector amounting to Rp. 73,881, the service sector amounting to Rp. 207,261, and the electricity, gas and water sector of Rp. 64,620, -. In this case the government has set the Regency Minimum Wage (UMK) through a Wage Council team chaired by the South Barito Regency Manpower and Transmigration Office, which means that it has been approved by the company and the labor union.

It is recommended that companies and trade unions both conduct a market survey based on 60 components of the Decent Living Needs (KHL), to be used as materials / standards for determining the Regency Minimum Wage (UMK) for economic growth and inflation data, the results of the Decent Living Needs (KHL) survey. ) for each economic sector used to calculate the amount of the Minimum Wage value is carried out in six sub-districts in the South Barito Regency.
